North Carolina Taxicab Regulations

Some states have what is called a "Taxi Rider Bill of Rights." Essentially, this guarantees certain rights, privileges and protections to any individual who chooses a taxicab as their mode of transportation. States like New York guarantee that taxicab passengers have the right to travel in a clean taxi, one that is safe with functioning seat belts and taxis drivers that do not use cell phones while driving. North Carolina does not have a "Taxi Rider Bill of Rights" so to speak, but there are regulations that cabbies have to abide by.

§ 160A-304 of the North Carolina Statutes details the regulation of taxis. All taxi companies and taxi drivers must possess the appropriate licenses in order to operate their vehicles for hire. These statutes also allow the state of North Carolina to deny taxicab licensure to any individual who:

  • Has been convicted of a felony.
  • Has been arrested/charged with a drug or alcohol offense.
  • Is known for substance abuse.
  • Has been arrested for a violation of the state's prostitution laws.
  • Is not a citizen of the United States.
  • Has multiple traffic violations on record.
